SAP Cloud ERP is how SAP now refers to S/4HANA delivered as a cloud service. It comes in two editions — public and private — which differ in how much of the standard you adopt and how much you are able to change.
The public edition runs SAP standard processes with a fixed release cycle and limited extensibility — fastest to adopt, lowest to maintain. The private edition gives you a dedicated environment with far more configuration and custom-code latitude, which suits complex or highly regulated operations. Most of the decision is about how much of your current process you genuinely need to keep.
Effectively yes — the naming has moved. What was marketed as SAP S/4HANA Cloud, public edition is now positioned as SAP Cloud ERP. The underlying product is the same S/4HANA line.
